Can you explain the 4 th option. I couldn't actually find the "Options" box that is shown with your comment.

The options shown in #4 above are at the bottom of the Mate property manager.
Depending on screen size & resolution, they may be out of view, so you might need to scroll to see them.

Basil … If this happens to be the case you will need to RMB click the component in question and select "Float". At that point you will be able to move/rotate the part and will then have to mate it appropriately.
If however the part has been previously mated and you get a pop-up message that reads "The selected component is fully defined. It cannot be moved." You will need to RMB click the component and select the Paperclip with an Eyeball.
(or expand the feature tree for that component and View the Mates) From there you can find which if not all current Mates are the issue.
Right click + drag...???
Or Rotate Component Tool.
