That is the Feature Tree and it has had that split functionality for as far back is a can remember. The first version of Solidworks I ever used was 98 plus but I'm not sure if the first few had that.I personally hardly ever use it with one exception...if I have bunch of configs with different items suppressed/hidden/exploded i'll split it so I can activate the config in the bottom Feature Tree pane and see what is suppressed/hidden in the top tree. Oh and appearances...you can drag and drop appearances (colors) easily that way also
You can just slide that horizontal bar up or down to hide. I don't know if it's the registry settings or what. But once you move it, you should only see a single pane next time you open SW.
