When I tried to do Sketch Fillet on 3D sketch following error message popups. How to fix it?
You already got that answer
If all the sketches are on the same 3D environment fillet is possible.

As long as tangent can be created in both ends.
That is not true, Both entities you are wanting to fillet have to be coplanar. So if filleting an arc and line, both end points of line and both endpoints of arc and it's center point all have to be coplanar.
This dictionary has this meaning. I do not think this is correct.
One line is on Plane1 other is on Plane3 both are not on the coplanar but fillet is possible.
But the 2 lines can create another plane.
That means sketch fillet in 3D sketch is only possible if coplanar runs through two curves.
Yes, if you add a straight line from your arc/curve to the line, you can add fillet.
It all depends on what you want at that corner.
How's about creating a manual fillet
This is a simplified issue of a complex work. I try to find out whether 3D sketch is possible.

it's up to you. When I can't, I try to find other alternative, not fighting with the issue
no....unless you add another radii
You cannot do it with fillet, but can do it using construction geometry and arc. Create a construction circle on same plane as the arc and trim the arc to that circle. Create a plane in the 3D sketch using the line as first reference and the trimmed end point of the arc and second reference. You can now create arc on this plane in 3D sketch.
I see the problem.
How do you want the radius in 3D?
What you try to do is more like a helix.
