Understanding assembly mate references

I am trying to get some assembly mate references to work but am not having any luck getting them to grab. Attached is a model that shows the three test cases I used to try setting up the mates.

 

In the green model I used top level assembly geometry like the primary planes. The mate reference feature is in the top level of the assembly. Fails.

 

In the gray model I used geometry only from the parts to create the mate reference. The mate reference is still in the top level of the assembly. Fails.

 

In the blue model the mate ref feature is inside the part file using part geometry. This is how I usually use mate references and this works.

 

I know I can use the solution in the blue model to get things running but in some cases it would be great if I could use assembly level geometry to create the mate reference. Could someone take a look at my model to see if I made a stupid mistake?
