I use SW2020 exclusively on my second monitor where I have an issue with menu text being cut off:
i.e. "Remove A..."
Is this a scaling issue or something else?

Changing to 100% cuts off less but it's like trying to read a page typed in 6pt font.
Graphics are also getting cut off:
For SW to work properly with scaling, the monitor SW in need to be set primary.
Because SW get scaling from Primary Monitor.
Also check your icon size.
My second monitor is set to primary. Button size is Small.
Try changing the size of text, etc from 200% to 100%.
