"The Selected mate could not be successfully created..."

So I get the above (see title) error window seemingly every time I try to fully constrain a component in SolidWorks (specifically 2019 Student SolidWorks). The thing that doesn't make sense to me is that I get this error whenever I'm adding a mate to fully define / fix a component in an assembly.

SolidWorks seems to disregard the number of degrees of freedom (dofs) a given component actually has, and instead treats a non-fully-constrained component as being unable to have any more mates added to it so as to not "over define the assembly".

This problem is consistently preventing me from completing just about any assembly to my satisfaction, so any help would be appreciated greatly!

Thanks in advance,

EDIT: zip file of the assembly in question is now attached.
