the question is relevant to data that can be extracted from Costing module and put into part properties to be shown in BOM.
We'd need to have in BOM the weight of raw material before machining/cutting.
Is it possible to set a custom property at this scope?

I think you would need to create a configuration with a solid(block or round depending on the part) the dimensions of the stock you would buy and have the mass of the part be configuration specific and use that property in your BOM.

But the costing module allow to find the starting block/sheet for a part, and the size of this starting body is shown as well as its weight.
Togheter with material cost and work cost I think that this information should be available for BOM from costing module, without any action on the part itself.

Follow the real world!
Create part, equal to the condition before machining, and call this configuration "RAW", if you like
Create new configuration "Machined" and feature it to the desired shape.
This will result in SolidWorks Mass available for both configurations.
Or:
Create Base Part, giving data to purchase this, or cut this according drawing.
Insert Base Part in to part, and feature until finished.
