How can I extract extruded edges on top of part and create a sketch on the top plane?

create a sketch on your Plane1 then choose the bottom of your extrude, and click convert entities, then choose the face with your ID and click it again, that should give you the interior and exterior of your extrude as a sketch.

you can also try 2d to 3d...check the help file
