Off-screen means that it is not on your screen. How the heck does a screenshot of the things that are on your screen show that there is nothing off the screen?
Thank you!, the window key plus right arrow shows the customize menu.
Just to be clear, is your screenshot what you see when you click on File and choose "Customize Menu" from the bottom of the list, or something else?

Below is what you should see when you go to Tools > Customize...", which is what your arrow is pointing to (you said "tools/options/customize..", but I assume you inserted "options" by mistake).
If that's not what you're seeing, try right-clicking on a blank part of the Command Manager ribbon (red star below) and choosing "Customize..." from that drop-down, which should take you to the same place.
Yes Glenn, is tools / Customize. And yes, that is the menu that does not show when selecting customize, instead it Freezes.
