Can arrow keys be turned off for rotating model
In View of System options, you can set the rotate angle.
Can it be set to nothing or close to 0?

At 90 degrees, you will at least be able to cycle between views just by using the arrow keys.
But at .0001, you would not notice a change, which could be detrimental if you are trying to set up views for drawings and things like that.
May I ask why you want to do that? Maybe someone could come up with an alternative to accomplish your goal.

Perhaps not with as a kb shortcut, but my first thought went to writing a utility that intercepts the arrow keys (while SW is the active app) and instead do no keystroke.
