I believe the decal need to be embeded in the Solidwork file when u publish it as edrawing?

To include decals in published eDrawings files, in the SOLIDWORKS software, click Tools > Options > Document Properties > Model Display and select Store appearance, decal, and scene data in model file.
Absolutely not. The definitional documents for sticker artwork and model are controlled independently. It has to be an external reference or SW is not capable of servicing an ISO design house.
Never having run up against this particular issue I've got no 'dog in the fight'. However, IF you were to make a part, perhaps zero thickness surface, that was the size of your sticker/decal and applied it as Zhen suggests then you could add that part into your assembly and it would act as you'd like and be independent of the "gozonta". Just a thought.
FYI the workaround is to build an executable, which is stupid.
