Display States inconsistent when Assembly file saved as STEP

I am attempting to use display states of individual component parts (color change only) that make up a display state at the assembly level to call out Paint/Powder Coat masking in certain areas of these welded assemblies, but when I save the file as a STEP AP-214 or IGES file only certain components end up having the correct display state and it appears to be random which come through and which show up as a default display state. My vendor can only view certain 3d file types and would like to see the masked areas in a 3D model. Anyone deal with this before or have a better way of accomplishing this?
