As Built - An invisible marker establishing the versions of each child component required to build a "specific" version of a parent component.
Latest Version - Just that, latest version in vault.
Simple example. Alpha characters represent the Revision.
I check in the following assy at Rev A.
Assy1 A
Part1 A
Part2 A
Part3 A
Assy1 A “As Built” and “Latest Versions” are identical.
At a later date, I revise the assy from above.
Assy1 B
Part1 A
Part2 B
Part3 A
Assy1 B “As Built” and “Latest Versions” are identical.
However, Assy1 A, “As Built” and “Latest Versions” are now different.
At a later date, I revise the assy from above.
Assy1 C
Part1 A
Part2 B
Part3 B
Assy1 C “As Built” and “Latest Versions” are identical.
However, Assy1 B, “As Built” and “Latest Versions” are now different.
Here is what you should get after establishing this history.
The “As Builts” should be as you see them in the examples above.
The “Latest Versions” will look like this;

Part2 B
Part3 B
Assy1 B
Part1 A
Part2 B
Part3 B
As previously stated, Rev C As built & Latest Version are the same.
Now throw in 7-8 levels of depth with numerous components at each level combined with drawings and let the fun begin.
This is one reason why some people prefer to keep model and drawing in sync. If you prefer to let drawing revision advance without model it can be done, just a little more discipline.
Now, add to this, the child component variables which can have an adverse effect on the “As Built”;
revision overwrite
bump revision
revision rollback
All of the aforementioned variables are actually options in PDMW Admin.
And last but not least, don't forget to do a "where used" before doing anything.
