SW2020 REV4. I created 2 parts and placed them into an assembly and fully mate them together. Each part has a hole and one hole is located fully. I mate the unlocated hole position to the defined hole and the mate is not fully defined (blue star not black). The holes are over top of each other as if they are fully defined but the one hole can be dragged away after mating.
Are you working in an assembly or a sketch? I'm not sure what a "Blue Star" is in the context of an assembly.
Blue star is the Hole Wizard Sketch Point that has no relations.... - my answer above makes no sense unless you add a sketch prior to the Hole Wizard.
I did not use he hole wizard. Just one modeled hole in each part where one hole is fully defined in one part. Now in the assembly I want to mate the 2 holes together, one over the other. I drag the non located hole over the other. the center mark becomes visible. I match the center marks together but the mate does not stay fully defined.
Then you are using a "Underdefined" Sketch - which includes horror flicks.
Are you using the "mate" command, or are you just moving the part and expecting it to stay there?

Or are you modifying one of the part sketches, in the context of the assembly?
Holes need 2 mates to fully defined.
A Concentric and a co-planar.
Now dragging the holes together doesn't apply mate.
Take a look at help and tutorial to learn how to apply mates.
I believe you are talking about sketch relations, NOT mates. hence the confusion you are seeing in the previous responses.
since you seem to expect this to automatically add the relation like you have done this before, you probably have inadvertently enabled this option:
I am editing the part sketch that has the undefined hole location. For now my problem is getting the centers to stay. Hole OD is not important to this issue. I know how to apply mates, problem is in SolidWorks Settings.
In sketch, they are constrains, not mates.
Mating 2 holes in assembly will not constrain the sketch in the part.
Yes, The setting was in External References - Allow Creation of references external to the model.

Be aware, that this creates a link between the parts in the context of the assembly. Using these parts in other assembly will likely cause problems unless you use them inside your original sub assembly and use the sub assembly as your new component.
