The rib in the middle of their part is all together a separate face and that is why yours is failing to offset even the two larger halves. You have your rib blending into the halves. If you pause the video at 0:26, you will see the tangent edges of their model displayed. These do not match yours and it means that a different approach was taken to model the initial part.
You have a much higher level of curvature, which is creating faces that are too complex. You will need to use tangent conditions and circular profiles.

I had the chance to use this last week. I started off in the Shell command, and SW suggested I move to the Offset command, where it identifies the faces that won't go, and allows you to do the offset without them. Then I manually modeled the missing faces, knit, and cut with the resulting surface. Works like a charm.
