While building a model and grabbing to rotate, sometimes it wont move. may take several attempts to move with the mouse
wireless mouse? I've had the issue with a bluetooth mouse. my old corded mouse never had an issue but even though the mouse is close to the receiver in the computer I think sometimes there's lag
Try checking what Michael Paul mentioned. Maybe use another mouse or a corded one for testing.
But also check if your Graphics Card driver is up to date. This could be a graphical issue rather than mouse issue.
Run the Solidworks RX from the Solidworks Resources pane, go to Diagnostics and check the results. You may need a more up to date driver or perhaps the one you have isn't the recommended.

Joshua, it is known about couple of issues. One because computer freezes. Second more than two application running other than SOLIDWORKS. I hope it helps.
SW is a bit slow to react.
Hold the mouse button for a second or two before moving.
