15 mm surface offset problem in single selection

If the surface had only one part ("surface") it would not be a problem. this is not something SW can do at once. Duplicate the surfaces separately and cut the excess parts (cut the surface).
offsets fail when surfaces self intersect. there's an issue with your base geometry that won't allow the offset to occur. you can figure it out sometimes by using smaller offsets to see when it will work and when it won't. you have to investigate the geometry along the way to see where the trouble spot is. you can also change some features on your base geometry to see where an offset works and adjust that area too.
...after a quick scaled modeled.. I'd be surprised if you can get 5mm..
Try use Move/Offset Face command. I suppose that it work. These command are similar but work differently.
If you need original body, before copy it.
I tried to model this (similar) part. In few step (as wrote ömür tokman ) offset is possible.
