How to Apply Logic to PDM Delayed in State Notifications?

We're having an issue where folks who are responsible for lots of drawing files will leave some of them in a pending state and this ends up holding people up down the line.

 

The delayed in state functionality seemed like a great way to deal with this (other than teaching better organizational skills), but I went to apply it to a few areas of our workflows and it just seems... useless. I can only tell it to send an email to X users stating that files are delayed. What I want to do is have it only send to the person who is responsible for that file. Now I know there's no way for the system to magically know who that is, but if there is, say, a data field in the custom properties of a drawing that indicates who is responsible, can I tell the notification to read that field then go through an if/then condition? (i.e. form field says "bob", therefore email must be sent to bob@email.com) Something like this?
