Not for SW files, I believe it must at the OS folder permissions level.

What's the actual objective here, stopping people changing released models?
my point is i want to add a certain restriction of the models so that even though my colleague can open it but he cannot change everything the dimension of the model.

I'm almost certain there isn't anything in SW to do that. Software can't fix personnel problems.

A PDM system could solve this problem. With one you have control over who and when in the engineering process someone can make changes to files.

Sketch dimensions can be labeled "Read Only" also. If the person doesn't notice the check box it may thwart them from changing it.

You can attach a macro to the file that shows a comment when the file is opened stating not to change dimensions without contacting you.

You can put a dimension in ''Read only'', that's what we do when we want to ensure people do not modify specific dimensions.
