Turn ON Windows Aero if you have disabled it. This has been happening since SW2008 on my systems with Vista, x32 and x64.
Here is the thread we learned this tidbit of advice. Ron Bates from SolidWorks let us know this about this bug.
Aero is, and has been enabled.
ETA: Downloaded the latest driver from Nvidia site today- 184.108.40.20665. Mine only occurs with SW, nothing in the MS Office Suite, ACAD Mechanical 2010, Inventor LT, etc.
In all honesty- I run resolution at 2560X1600 on a 32" monnitor. Since I've had this monitor I have noticed both my older years of 32 bit SW and this new 64 bit have many quirks with display such as dialog boxes with some text just cut off, etc. I wonder if this is still hampering things. Back when I ran 32 bit I had a Quadro FX 4500 and the same thing was occurring with menus, but not this new sticky thing.

What video driver are you using? And are you using nView Desktop Manager?
At one time I had a problem with the first menu item I selected staying on the screen until I restarted the computer. That was any menu not just SW, but only the first one after that it was fine. I quit using nView Desktop Manager which I think cleared up the problem. It's been a while and the details are a little fuzzy.
