Try to uncheck tangent propagation
Peter I want to add in the Solid work software, there is option called "Solid works Tutorials" you can find fillet tutorial under all tutorials and review that step by step process and you may like it. There is a lot under tutorial.
This may or may not be relevant to your question, but you can use the Partial Edge options in the PropertyManager to control the length of fillets even on a single edge.
