Where do I find tool to mirror a surface

I am taking a tutorial. Can't find the tool shown below. Or, how can we mirror a surface?

Roy I also want to add that on the top right corner where magnification glass shows, click arrow and select "command" and you can easily find any require tool what you are looking for.
