As asked in the title, I don't know how to count the number of fillets and chamfers for the following drawing.

When enlarge view is applied, do the dimensions only count for the zoomed section or does it also include for the other lug from the actual part? Also, do we count fillets and chamfers by the number of edges applied, number of faces applied, or number of features applied?

I am very confused on how there are 2 fillets and 2 chamfers for this drawing.

Is there a standard way of how this is defined? Thank you!

Each side of the standoff has a radius and a chamfer. Generally, when you have a tangent set of edges, the radius/chamfer along that entire tangential set of edges is counted as 1 radius/chamfer, no matter how many actual edges make up the tangential path.

So, for that particular detail view, you can only SEE 1 radius and 1 chamfer, but the implication is that they are indication that there is one on each side. Maybe a better designation would be to show the radius/chamfer and have a note that says both ends.
