There are lots of ways to "modify" an import model.
Feature Recognition will not convert all features and some that it does will not be correctly converted.
You will often spend more time to make fixes/edits then it would take to create a new - properly constructed part.
Feature Recognition does have uses but it has never worked as well as it should.
I have used it many times when I needed something quick that was better than a dumb solid but eventually I rebuild most parts "Properly" when I get a chance.

Can't be done. You have a STEP file. It's a dumb solid (or maybe even just surfaces, since it's coming from Powershape).
