hey All is there a way that we can do this with in solidworks from images without using the spline tool to draw out all the lines
what i like to do is ,is getting a kind of vector so that i can then use it on the cnc to cut it out

If you start with a vector image, Inkscape will give you a traced outline of the part, which you can save out as a vector. What you have posted, however, is a .jpg, which is a raster image, which will not convert to a vector. While you can save it in a vector format, the edges of the image will still be jaggy, same as in a raster image, which will not give you a usable trace or outline of the part.
In order to use it, you'll have to manually trace the outline with Inkscape or Solidworks splines or something else.
SW has a tool for this Tools>Add Ins:
But, I've had mixed results with it. You may do better with Inkscape (it's free). There are youtube videos out there on how to do it in that program.
