GetTitle shouldn't be used, because depending of your Solidworks configuration,
it returns either the name with or without extension. (i.e: PartNo.sldprt or PartNo)
Instead, replace the 6 lines:
FilePath = swModel.GetPathName DocNameNoExtension = Mid(FilePath, InStrRev(FilePath, "\") + 1, InStr(FilePath, ".") - InStrRev(FilePath, "\") - 1)
PathNoExtensionOrName = Left(FilePath, InStrRev(FilePath, "\"))

It is actually a windows setting that determines if GetTitle contains the extension, "Hide extensions for known file types".

These are same files you've attached earlier. Need to review your default drawing template file (.drwdot).
Also share picture of Tools > Options > Default Template from your machine.
