Why is Sketch Picture Scaling always horizontal only not bothering about vertical scaling?

That is just the default setting. Grab the arrow by the tail and move it to the starting point you want to use for scale. Grab the arrow by the head and you can make it any angle you want. (I have used this extensively in scaling a lousy pdf of a building our company is supplying the steel for. Oh the architects finally sent us the DXF's) After you move the head of the arrow a box will appear that you can enter the dimension.

When doing this sketch picture also moving. Video is attached.
if you want to adjust the sketch picture again or in the vertical dimension, please de-activate the scaling tool first, than activate again. Move the starting point to the origin or lower left (or else), than the arrow to the desired point (in the aligned or vertical direction). You will see, that now the picture won't follow the rotation of the tool.
How to deactivate the scaling tool? Going to new plane and importing the sketch picture again?
Just use the checkbox (check/uncheck) when editing the sketch picture.
