Hi Maha,
if you want to adjust the sketch picture again or in the vertical dimension, please de-activate the scaling tool first, than activate again. Move the starting point to the origin or lower left (or else), than the arrow to the desired point (in the aligned or vertical direction). You will see, that now the picture won't follow the rotation of the tool.

That is just the default setting. Grab the arrow by the tail and move it to the starting point you want to use for scale. Grab the arrow by the head and you can make it any angle you want. (I have used this extensively in scaling a lousy pdf of a building our company is supplying the steel for. Oh the architects finally sent us the DXF's) After you move the head of the arrow a box will appear that you can enter the dimension.
