I'm modifying a part made by someone else. I want to change the location of the "7.0 Diameter Hole". If I'm not doing a linear pattern, I typically make a sketch with points first, and then use the location feature in the hole wizard to place them on the points so if I want to change the placement of the holes I can just change the dimensions of the points.
But when I use the edit feature or edit sketch commands in the feature tree, I cannot find any dimensions to modify. Either I'm missing something obvious or the designer did this in a way I'm not familiar with.
I have included the file also, if anybody can tell me what I'm missing.

You have 2 options:
1) open that assembly and edit whatever those holes are concentric to.
Here:
2) Delete all the concentric constraints and create your own. Then edit as needed.
Warning: This will break the link to the assembly. You should know if that is indeed what you want before you do it.
