Toolbox vs Design Library

I'm in the process of setting up Toolbox on a shared network folder for my team of three designers.

We would also like to create our own library of standard parts that are not included in Toolbox, such as hose fittings and so forth. These parts should obviously be available to all users.

As I understand it there are two ways to do this. Either we can add a new folder/sub-folder to Toolbox and just drag and drop any parts we want to include in the library there or we can place a centralised Design Library folder on our server and store all library parts there.

Is there any difference between either of these two methods?

I don't know if this makes a difference but we are not on SolidWorks PDM at the moment, though I hope to implement PDM Enterprise in the near future.
