A Solidworks PDM professional question about files

Solidworks 2019 sp5.0

This must be easy but I can't seem to find the answer.

How to lock down files?

In workgroup for example, no one could change a file unless they had ownership, but you could still open them.

In an assembly, if I didn't own a part file in this assembly ,I could not change this part file, but I could change the assembly. leaving this part file in its original state without any change.

In  PDM Professional I can change the state of this same part file without wanting to.

I have unticked the setting "select child references during state change" and that helps a bit.

But I would really like to lock each file, once I am happy with it.

We are a 2 man band and so it is too easy to change state on a file accidently and there is no easy way back.

Is there not a variable that would work like a key that can be set to stop the state transition?

At the moment only the admin user can change state, revision and make changes to the files.

The other two users can view print create pdf's ect but not change state, revision or files.

This then becomes a full time job for the admin user, with the chance of changing a file accidently.

Now get a new user in and things can go tits up very quickly.

Thanks for any input :-)
