Your VAR should be able to help you.
Reading this gives me the heebe geebies, but you certainly, technically, do not need a VPN to connect to PDM.
Does your license server have all of its required ports open as well?
Chris, yes it is technically possible. HOWEVER, if you are going to just open ports to the hacker-laden internet (at a time where hackers know many organizations are opening doors for their staff can work from home), at least don't announce you're thinking of doing so on the internet in a public forum. Especially with your first and last name in a very welcoming forum post title. Protect yourself. Don't underestimate the capability of hackers and their robots that are sent out to sniff out vulnerable networks and take advantage of them. In support, we periodically get a call for help from a customer that has gotten ransomware or other hacks while in a closed network... A closed network. Therefore, the only thing I would recommend is to revisit your strategy so that you can make your best administrative decision that works well and is safe for your organization.
