Drawing template wizard

Hi,

I work for a medium size company and we have a lot of projects we work on so we do everything from sheet metal to molded parts. We have our standard title-block but I was wondering if there is some sort of programming add-on or a way to create a "wizard" when you create a new drawing that lets you modify certain things like tolerances / standard notes. 

For example you have your standard INCH vs METRIC templates, but what if this is a molded part instead of a machined or sheet metal part? I would like the title block to update accordingly to what we consider our "standard tolerances" which vary depending on the type of part it is (ex. 0.005" for machined, 0.010" for SM or molded parts). Also certain notes are exclusive to sheet metal and little details like that that I would prefer to automate.

On my previous job, I was the only engineer so I did a custom-properties which helped me a lot, but I dont know how to force these on everyone's computer. ?
