Move Picture within Drawing to Layer

I have created a sheet format for my drawings that contains a "picture" for our logo. I would like that picture to be associated with the "Format" layer I created. However, when I edit the sheet format and attempt to set all elements (selecting all by dragging bounding box from one corner to the opposite corner), it never takes the change. Once I exit the Edit Sheet Format process and save the sheet format, hiding the "Format" layer does not hide the picture.

 

The main concern here is making sure the picture is on the Format layer so when I export as DWG, our vendors can hide it all by hiding a single layer.

Also, for bonus credit, do you have any idea how to get the sheet metal bend lines on a separate layer? I can put the Sheet Metal notes on a separate layer (via Document Properties), but not the bend lines. Putting the bend lines on a separate layer when exporting directly from a part (not in the drawing) is possible, but I can't seem to figure out how to do it when exporting to DWG directly from the drawing.
