We have 2 end conditions in hole feature as shown in image: 
when I callout hole in drawings, there is no mention about the end condition in drawing note. It shows 15 in either of the option.
Except creating the section view, what is the best practice you implement to communicate hole depth is upto tip or shoulder?

Mr. Riddell is correct if you're using ANSI or for another standard that's the same for this situation.
Hole depths are to the shoulder, tap depths are complete threads. It indicates the "usable" portion of the hole (or tap).
I'm not sure why this is an option in HW, perhaps it's because other standards use the tip depth rather than the shoulder depth.
If this is so, then your drawing should indicate the standard that applies to it and therefore, the depth will always be correct as it's governed by the applicable standard.
And your HW holes should use the depth applicable to your standard so models are modeled correctly.

Yes initially it didn't have this option but maybe because other CAD packages are offering, they might have decided to use it.

Yes, that is my another question too. Wouldn't a note mentioning like "xx inch Tip depth" be enough? Because in one drawing I came across, they had section view just only to showcase this tip depth.
I bet that it would raise some questions. If you can do a section view, just do it, and magnify with a detail so that raises attention to that detail.

I wouldn't add text like that as the situation may change and the static text wouldn't update.
Create a section and add a depth dimension and make it a reference dim since it's in the hole callout.
When there's concern for break through (and no concern for minimum wall thickness, a note "DO NOT BREAK THRU" would work.
Also, the depth dimension is subject to the drawing's tolerances, so this must be reviewed at the max permissible depth.

We have some customer drawings in which the shoulder depth is called out, but in addition, the drill tip depth has a "NOT TO EXCEED" depth added to it. This allows for variation in the drill tip angle, but also controls whether or not the drill tip will break through a spot where they don't want it to break through (or create a very thin wall condition)

So you just add a note mentioning this details or section view is added?
Generally a note is sufficient. But in complicated situations, a section view would be beneficial.
I agree with others' suggestion to show a detail because if you are worried about tip depth, the operator needs to be aware this isn't just a standard hole and needs to pay special attention.
And, it doesn't appear even possible to add the Tip Depth to the hole callout, unless there are some variables that are not listed in the calloutformat.txt:

I would look for a Machinist Hand Book, there is a wealth of information in that book on holes threading welding, and other technical information that can be used in designing.
Refer to ASME/ANSI Y14.5 standard. Drilled holes should always be designated to the 'shoulder' depth UNLESS your industry specifies something unique for some reason. Your example indicates a thru hole condition by the looks. In that case, obviously, depth is irrelevant.
