As John Lhuillier indicated, I suspect your templates were saved in the Solidworks installation folders, so when you upgraded they were lost. I'd suggest opening an existing Part that has all the desired settings, delete all the sketches, features, etc, and save as Part template in a different location than the default, either on your hard drive, or if you have multiple users you might want to save them on a network so they're available for other users. Be sure to point to this location at File Locations (see the screenshot above). Repeat for Assemblies and Drawings.
Yes it seems they were overwritten or deleted on the upgrade, but the 2019 solidworks template folder still remains on the drive which is where they were saved. Seems very bad design to direct the user to a default file to save templates and then delete them upon an upgrade. I hove done searches and they are completely gone. I know I can make new templates from old files.
So I have tried that and the default template folder is still showing as the 2019 folder, I have tried putting new templates in that folder and the 2020 template folder with no luck for the software using them or allowing me to pick them. I did not look at the file locations and what is in the list. Looking just not it only has solidworks\lang\english\tutorial as the document template folder. I made the assumption that the default location on the default templates tab would already be in the folders list. So this will probably fix being able to make new ones.
Lots of work lost though. Upgrades should not delete an important user file such as templates IMO.

You're right, they shouldn't. And they won't if you don't save them in the default location. I'll also agree that it shouldn't be the default save location, but it's easy enough to change and point to the new location.
I'm not clear on what you're still having issues with in your second paragraph. Are you seeing this...
...when you start a new document? If yes, click on the "Advanced" button at bottom left. That will take you to a new dialog box where you can choose which template you'd like to use. If you delete the default locations from your referenced file locations and only have the folder for your custom templates listed there then those are all you'll see in the Advanced dialog box to choose from.
I worked with customer service on the phone and got it straight. Still lost my files and have to redo them.
The second paragraph was based on the default template folder not being listed under file locations for the templates. It seems odd that the install created a 2020 template folder and that is the default location to save to when saving a template but it was not automatically in my folder list for template file locations so when I tried to open an old par and just save it to the new location so I could get work going asap it still would not show up when I created a new part in my template list.
I would consider this a flaw but at the same time I agree that if SW is ok with deleting these types of files and locations with upgrades then they should not have a default and force the user to create a unique folder elsewhere for any new templates saved and then nobody would have to worry about them deleted when they just assume it would be safe like I did. I am new to SW this past year was using other programs before.

Make sure that the correct file location is set in the OPTIONS>FILE LOCATIONS for the location of the templates
