Ordinate dimensions are coming at a fixed angle and not in a vertical position.
Remember - the vertical origin surface is not perpendicular to the horizontal plane.
Intentionally I tilted the flat pattern to show my requirement dimension
That's what happen when a view is rotated in SW
Try "Ordinate Dimension" and select end points, Instead of "Vertical" or "Horizontal".

Hey, that brings up a question. Can you tilt the text in an ordinate dimension? Would be great occasionally to have them tilt say at 45° when space is tight.
I'd suggest placing a short sketch line at the zero location. Make it vertical and coincident with that corner, and use it for the zero reference for the ordinate dimension. You can move the line to a Layer that's turned off if you don't want it to show.
Try the starting point with a point not with ant angled line/edge & continue with points. When you place the start point with any line/edges the dimension will be as the angle of the line/edges.
You could try to add bounding box of the flat pattern. Box will have left side perpendicular to bottom edge and you could add ordinate dimension from this bounding box side. I believe it will give nice perpendicular dimension lines
