I am seeing the above message when trying to move some files in PDM Standard.

Our workflow includes a state called 'Quarantined Prior to Review by Change Review Board'. Each of the files which are giving me this message has been through this Quarantined state.

I have checked, and the user 'Admin' has permission to move, delete or destroy in every state in the workflow. However, the permission to move, delete or destroy in the Quarantined state was only added recently, after we realised that we had forgotten to set it.

Thus, at the time the affected files passed through the Quarantined state, no users actually had permissions to move, delete or destroy files in that state.

Could this be the reason why we are unable to move these files?

If so, is there a way to work around the issue?

Otherwise, what could be the reason?
