In the dimension box, type the equal sign (=) and then pick the dimension you want to connect it to. In the screenshot below, I am editing the .750 dimension (D2@Sketch1). I typed the equal sign in the box and then clicked on the 1.000 dimension that is blue (D1@Sketch1). Now if the 1.000 dimension (D1@Sketch1) is changed, the D2@Sketch1 dimension will automatically update too.

Sure, just use an equation.
In the dimension dialog type an equals sign like this:
Then click on the dimension you want keep this dimension equal to:
Then when you change the first, the second will change as well.
If the first dimension is in a different sketch you may have to type in the name instead of clicking on the dimension.
for example: =D2@Sketch2

You may wish to use a global variable and then set your dimensions equal to the variable.
Note that whether you set the dimension equal to a global variable or to another dimension, you must change the value that came first. You cannot change the dimension created by equation and expect the first to change.
