how to refrance part dimension to assembly dimension

i have a component i would like to reference one dimension to a dimension of another component in an assembly

No one else has this question

Try use SolidWorks Top-down modeling skill,
Parents, Senior brother, Junior brother,......

That should be possible by editing the referencing component within the Assembly. It will be difficult to be more specific about the best method(s) without seeing the files.

SolidWorks Top-down modeling skill:
Senior brother (Part A) reference from Parents (Assembly), Junior brother (Part B) reference from Senior brother (Part A).
Sketch2 (Junior brother (Part B)) reference from Sketch1 (Senior brother (Part A)).They both belong to one Assembly ((Parents (Assembly)).
That's what you want.

  That's what you want.
  To put it more bluntly:
  
  Open the assembly with both parts
  Open the equations for the assembly and add a new equation (Equations - Components)
  Double click on the feature in part A that has the dimension in it that you want to link
  click on the dimension to fill in the component equation, it should look like this: "D1@Sketch1@Part1<1>.Part"
  click on the field 'Value/Equation'
  do the same for part B with the dimension you want to link to and modify to your needs
  it should look like this: "D1@Sketch1@Part1<1>.Part" ="D1@Sketch1@Part2<1>.Part"
