I need to come off the edge of the sheet metal (at the red arrow) with a 12mm radius before I go straight down with a flange. I keep trying different ways to change the radius but keep getting the same .27 mm radius.
Can someone instruct me please ?

How do I upload a assembly file correctly. Anybody, if you can post a video on the proper way ? That will give the best understanding.
I do keep assembly file and all relevant part files in a single folder therefore I have no problem in uploading. I couldn't understand your issue.
I put both the assembly file and the part file of the frame in one folder. But I"m not sure if the sheet metal addition is in it.
I built this model off a video that has a lot of crappy and confusing instruction. It's a great model to build but it the video needs to be redone correctly.

This was what I got.
I'm not sure what to do. This model is not made out of two files. This model has the sheet metal made on the frame. When this guy makes the sheet metal and saves it as an assembly, he loses me. His instruction is confusing and difficult to desipher.

And how did you separate the sheet metal from the weldment or did you make it separately ?

Try swept flange.
Have you tried just a standard edge flange with a custom radius?
