Whats the best way of changing the position of a robot if you only have a step file of it? Is it to use the move bodies feature?

Check #18 of Forum Posting on how to attach files while replying to a post.

2. Add SolidWorks "weldment" function;
3. Move/rotate/copy any items (features) in above model (file) according your particular request.
I don't understand this step in relation to the OP's question?
Maybe if the OP had attached an actual file so that we could discuss geometry rather than hypotheticals...

Above is a purchased electric equipment from one supplier, it used in our machine.
1. Open it (STEP file) by SolidWorks;
2. Add SolidWorks "weldment" function;
3. Move/rotate/copy any items (features) in above model (file) according your particular request.
What does weldment have to do with it? Move/Copy Bodies is available without weldment.
Had tried attaching a file and was pointed in the direction of a sticky post on how to do it but all I see is the option to attach an image. Here is a link to the robot model .SLDPRT

In the SolidWorks "weldment" environment, every items (features) can be operated freely.
Usually, the STEP files (from suppliers/clients) information so simple, just lots of features there, no parts. So using SolidWorks "weldment" function is a best way.
Off course, if fortunately the STEP file (from suppliers/clients) contains useful parts information when you open it by SolidWoeks, you also can use assembly strategy (as above some friends talked).

I don't understand any of that?

Oh wait a minute? Where did Advance Editor go? This forum gets better every day.
You can only get the advanced editor when replying to the entire thread. You can type a simple reply when clicking on the notification in your notifications inbox, but that editor can't activate the advanced editor.
I think I'd prefer to save out each body and make an assembly of it. might give you more control and options. If its not already a multi body part you may need to split it up.
