I made a drawing view of my model. I dimensioned everything and added notes & balloons. I decided I wanted to use a different scale. When I change the scale all of the text stays in the same location on the sheet. I want the text to stay where I had it in relation to the geometry. Right now I have to go move all of my text back where I want it. The text is still attached to the view and moves with the view if i drag it around the sheet.

Your notes are attached to either the Drawing Sheet or a Drawing View, which means they won't shift when part geometry or scale changes. To get the notes to move your need to do one of the following:
-Enable Leader Lines on your notes
-Attach the leader lines to the appropriate geometry
-Disable the leaders lines
-Resize the drawing
-OR-
-Cut an existing note (Ctrl + X)
-Select part geometry
-Paste the note (Ctrl + V)
-Resize the drawing
Both of these accomplish the same thing: attaching notes to the part geometry instead of something in the drawing.
