Facing with an end mill

I work on a lot of teeny parts (e.g. less than an inch).  Sometimes I want to face the stock to a final thickness.  When I do, it always chooses a face mill.  I think I want to face with a small end mill, say 1/2-inch dia.  Is there a rule where I can specify to select an end mill for a facing operation?

To get around this, I have been making open pockets, which works okay.  However, it seems to me that I should be able to do this.
