I tried to convert a drw file which I had drawn 1:1 on a sheet size of 8m x 6m, for manufacturing purposes and the manufacturer asked for a PDF file,to a PDF file but it would not work and came up with a message that the maximum sheet size is 200 inches x 200 inches ( apprx. 5m x 5m ).
When I tried to decrease the scale I lost relationships between annotations and dimensions. Having to change all this was not practical with a large number of drawings.
This is a built in limitation of PDF format. No getting around it except by scaling down and indicate that the receiver must scale up.
Unfortunately the graphics program may also impose a limit on the size. Adobe Illustrator is limited to about 227" x 227"
Is there a reason DXF cannot be used?
EDIT: It appears using a PDF version 1.6 or newer allows a UserUnits setting, so the limitation may be overcome. I'm not sure how to access this with this exporting from Solidworks.
If no one here has any ideas maybe your VAR can help?
