Up until recently I have been able to break the leader lines in drawings when the leaders cross. I currently do not get any response when setting for line breaks for the dimensions. I think the change happened when we went to 2019, but I am not sure about that.

In the picture below I group selected all of the dimensions and set them all to break and as you can see none of them are broken. for the picture I selected one dimension to verify that it is set to break, and it is.
