It's actually fairly simple. The person updated the standard views.
I get the same result when using this button:

Without seeing the files, I'm pretty sure that's how it happened. I'm not sure you can correct it without messing up the external references, which will defeat the purpose of top-down modeling in the first place. Why do you want to change it? If it's for a drawing view, the first method described at How can I Get a Non-Standard Drawing View? should help.

It could be somebody else amongst the company.
Could also be a bug, though I've never crossed it.
