Look at the attachment.
i want to show the distance between the circles but it automatically shows the distance of center to center.
Center to center is 100 but distance between two circles is 40.
How can i set the smart dimension to show the 40?
As far as I know there isn't a way to do it directly but rather you need to change it afterwards in the Leaders tab of the dim properties

Yep, holding down shift is the way to go. Can sometimes be a bit flaky while choosing two circles in terms of which side it picks up. In the example image just dimensioning the line betwen the two circles would work if any instability turns up in the model (can always convert it to construction geometry if the line itself isn't needed in the design).
I agree that selecting the edge of a circle by holding down Shift can sometimes be problematic, but when that happens you can go ahead and insert the dimension to the center, then change it. See How can I dimension to the edge of a circle or arc instead of to the center?
If you want the horizontal line there between the circles, just dimension that. I used a Midpoint line and started at the origin. Real simple, otherwise, hold the shift key for both selections of the inside portion of the circle.
