Inspection 2019, .SLDDRW zones don't match the zones Inspection creates.

I created all my drawings in solidworks from solidworks models.  The zones created in the drawing template are A-D vertically and 1-8 horizontally.  When i ran the inspection ad-in using the AS9102 template, i linked the zones to the "reference location" column.  when the report was generated, all the locations were wrong compared to the drawing.  It appears as though inspection assumed there were only 6 zones instead of the 32 shown on the print.  


The stand-alone has a grid button that allows for modification or creation of the zones, but i can't find anything similar on the add-in.  does anyone know how to get the zones to match the print?
