What is the reason, this dimension converted into driven dimension?

I think Justin Pires' answer is the correct one for the question you asked. If you watch, he immediately dimensions the bend angle after he makes the bend length driven. If he didn't do that then the sketch would have become over-defined.
Regarding Newell Voss' response, I believe he was referring to why he'd have both the bend angle and bend length in the sketch for the future equations, without them you can't solve the equations.
Driven dimensions are a good way to drive equations if you don't have model dimensions available.
I dont have audio but it looks to me he changed it to driven because the angel dim afterwards would have made it over defined.
To enable the equation to solve properly that he creates immediately after. He is basically just linking the dimensions to translate the arc length for the flex feature from the flat dimension.
