I need some help. On one PC (SW 2019) I can put angle dimension just by click center of small circle, then center of axis and vertical arrow. But on second PC (with SW 2019 too) I'm clicking to center of axis and... nothing happened, arrow is not active. Then I have to add new construction lines as shown. What is wrong?

Indeed, I have to draw construction line. My mistake :-)
But that's stupid, for two points I can put dimension without any not necessary line...
not entirely true - that dim required 3 points (one just happened to be the origin)
Thank you Jeremiah. I was wondering how he did that. That's two things I learned today. Maybe I should go home now?

In second example also i need to click 3 times: origin, center point 1, center point 2 and voilla...
I know - that's a question to developer :-)
The vector selector is a fairly new feature. if you want to increase its functionality, you definitely should speak to the developers (i mean submit an enhancement request).
i see one of the challenges would be how to determine that when selecting 2 points that you do NOT want the distance between those points.

Mine works without the second line. Pick the line, then origin and hen he blue arrow where you want the angle to be.
All may be true but the sketch is not fully defined so other dimension will be needed.
That quick angle dimension feature only appears when you select on a line and then point, not two points.
